Tunnel opening ceremony "Contract Alliancing" exploratory tunnel Tisis !

On 02.12.2022 there was simultaneously the Barbara- and tunnel-opening ceremony at the 1st Contract Alliancing project in the traffic infrastructure that is under construction.

This is the first alliance contract tendered under the Federal Public Procurement Act 2018, which has gone into execution for an infrastructure project.

Congratulations and all the best to the alliance consisting of the state of Vorarlberg and

the construction companies Jäger Bau GmbH and STRABAG.

Together with the dedicated AG team led by

PL Bernhard Braza and the legal support of Daniel Deutschmann (Heid & Partner Rechtsanwälte) and our team (Markus Spiegl, Dr. Carina Schlabach, Florian Heppenheimer) the alliance model could be brought from the first idea to the start of construction in less than 11 months on the "road".

RiskConsult wishes: Glückauf !

On 20.10.2022 the event series „Partnerschaft mit Baupraxis“

(Partnership with Construction Practice)

of the Österreichische Bautechnik Vereinigung & Heid & Partner Rechtsanwälte

Management expanded

In September 2022, Wolfgang Holzer joined the management of RiskConsult.

For 20 years, he has been entrusted with the planning, implementation, and construction of large infrastructure projects, in particular tunnel, power plant and grid expansion projects.

His experience is based on activities in local construction supervision, as a planner, as a construction contract and award expert (including alternative contract models), as a risk and cost manager and in stakeholder management.

We are pleased to have gained Wolfgang Holzer for our company.

We are pleased to have won Daniela Vrhovac for our team.

Exploratory tunnel TISIS is implemented with alliance model

The Office of the Vorarlberg Provincial Government employs an incentive-based partnership model (alliance model) for the invitation to tender for the TISIS exploratory tunnel.

As a public contracting authority under the regime of public procurement law, this is only the 2nd pilot project in Austria.

We are proud that this client also relies on our know-how for the implementation of the alliance support.

The legal support is provided by the law firm Heid und Partner - Vienna.

“Allianzvertrag”, the future of construction contracts

ARGE in cooperation with Schalbach Consulting is supporting as an alliance consultant the first pilot project for an infrastructure project according to BVergG - specifically the ASFINAG BMG project S31 Burgenland expressway, Talübergänge Sieggraben.

The project is currently in the tendering phase. Legal advice is being provided by Heid und Partner.

This new approach toward construction contracts (alliance contract), targets the focus of the contractual partners on the joint project success on the principle of "best for project". This is achieved primarily through a shared-risk arrangement, in which the majority of risks are shared, and an open-book compensation model, in which both contracting parties share in the success of the project.

The success of this pilot project should serve as proof of concept and pave the way for further projects with a higher degree of complexity in the future.

Company outing 2021 to Sattelbergalm

For this year’s Fall company outing we decided to go on a hike to the Sattelbergalm. The weather, like the team's spirits, couldn't have been better.

It was a short drive from Innsbruck to the starting point of the hike. We made it up from the parking lot to the Alm in 45 minutes flat, demonstrating the team's fitness. We had lunch at the Alm before heading back down.

The view of the surrounding mountains was fantastic. A construction highlight was the discussion about the Obernberg viaduct (see photo; built approx. 1968; length 477m, 2 pre-tensioned concrete box girders, height approx. 70m, pier spacing 45+55+4*65+55+45) and the adjacent Lueg Bridge on the A13.
As a company, we are also involved in the replacement of the existing Lueg Bridge, and it was interesting to have a conversation with local residents on the question of tunnel or bridge.

Company outing 2020 to Brenner Basistunnel

On 08.10.2020 we visited the Italian construction site of the Brenner Base Tunnel.

The possibility to reach the shield of the DS-TBM in construction lot H61 was certainly the highlight of the day. Currently, the best driving performance of a DS-TBM (D 10.65m) is 860m/month.

We would like to thank BBT and in particular construction site coordinator H61 Antonio Voza for the interesting guided tour.

8-lane extension of the A1, northern section, south of the HH-Südost junction (A1/A25) to the north of the Süderelbe junction (A1/A26)

The structure shows various damages and has a very limited service life according to the recalculation carried out in 2016. Due to this condition and the eight-lane expansion according to the Federal Transport Infrastructure Plan 2030, a new replacement structure with an adapted cross-section of this bridge is planned.

In this project workshops will be conducted to identify and analyze the relevant risks. Thereafter, the scheduling impact of the risks is analyzed probabilistically in a construction time model.

Application Of An Integrated Cost And Schedule Analysis For Complex Tunneling Projects

Our Managing Director Philip Sander will give a lecture on this topic at the conference "Beyond A Tunnel Vision" in Brussels on November 27 2018.

Key processes necessary to identify and manage risks on complex tunneling projects have been developed over the last 20 years to implement risk-based approaches for better cost and schedule estimation. Cost and schedule, however, were mostly treated separately instead of integrating them into one model. This integration is highly relevant as schedule delays are very often the root cause for severe cost overruns. The presentation shows a fully-integrated probabilistic cost and schedule model that provides a basis for further analysis (e.g. what if) on a management level. The application is based on combination of practice-proved approaches to add a powerful tool for the management of complex risk environments.
